All foreigners living and working in Malta must have a work permit issued by the Government.
Under normal circumstances they strongly recommend all employers to engage proper Maltese citizens, before considering employment of foreigners, although different exceptions are made if employee posses special skills that are lacking or not present in Malta.
Most iGaming companies therefore takes care of all work permits issued to their employees, which are mostly employed because of their language abilities.
The conditions for issue of a Licence is stated below:

The applicant must be in possession of a job offer from an employer in Malta.

The applicant must possess a specialist skill or qualification which is lacking in Malta.

A significant demand must exist in a particular sector e.g. construction workers, qualified nurses, tourist guides with particular language skills...
Upon the request of a potential employer and on satisfying the above criteria, an employment licence will be issued by the Director of Labour.
A work permit is valid for 1 year, unless special request and justification is made by the employer. By getting a licence to work in Malta, the applicant and his or her spouse also gets a residence permit. However it doesn't automatically entitle the spouse to a work permit.
If an individual should be the shareholder of a company residing in Malta, a work and residence permit would automatically be granted.
